Relating to extended bankruptcy unemployment insurance benefits; declaring an emergency.

Abstract

Provides state-funded unemployment insurance benefits to individuals who are unemployed due to bankruptcy filed in calendar year 2019 by agricultural cooperative doing business in Oregon. Caps extended bankruptcy benefits at 26 times weekly benefit amount of individual's most recent unemployment benefit claim. Provides for repayment of overpaid benefits. Provides that employer shall be charged for extended bankruptcy benefits in manner provided for charging employers for regular benefits. Provides for retroactive payment of extended bankruptcy benefits to individuals unemployed due to employer's bankruptcy at time of passage of Act. Appropriates moneys to Employment Department for purposes of paying benefits and costs incurred by department to administer benefit program. Declares emergency, effective on passage.
